【 #事业单位# 导语】2022年上半年黑龙江大庆市肇源县事业编制人才引进公告【110人】已发布，邮箱报名截止时间为：2022年6月24日17:00， 考 网现将招聘公告原文发布如下： 　　为深入实施人才强县战略，结合县域经济社会发展对人才需求，按照公开、平等、竞争、择优的原则，计划引进一批紧缺人才，现将有关事宜公告如下。 　　一、引进数量 　　2022年上半年度计划引进110人，其中：县直综合部门引进50人、县直教育系统引进30人、县直卫生系统引进30人（详见附件1）。 　　二、报名条件 　　1.具有中华人民共和国国籍； 　　2.拥护中华人民共和国宪法，拥护中国共产党领导和社会主义制度； 　　3.具有良好的政治素质和道德品行； 　　4.具有正常履行职责的身体条件和心理素质； 　　5.具备引进岗位所要求的学历、专业、年龄等其他条件，引进岗位已参照《黑龙江省考试录用公务员专业设置指导目录》（附件3）进行了专业设置，报考人员应按专业目录中的名称选择相对应的岗位报考。报考人员专业以所获毕业证书上的专业为准。 　　具有下列情形的人员不得报考：因犯罪受过刑事处罚的；被开除中国共产党党籍的；被开除公职的；被依法列为失信联合惩戒对象的；在各级公务员、事业单位招考中被认定有舞弊等严重违反录用纪律行为的；公务员、事业单位工作人员被辞退未满5年的；本县域内事业编制在编的；以及法律法规规定不得录用为事业单位工作人员的其他情形。 　　三、引进办法 　　（一）信息发布。通过省内高校就业网站、肇源县人民政府网站（http://www.zgzy.gov.cn/）、“肇源党建”微信公众号等媒体平台对外发布公告。 　　（二）报名时间及方式。报名时间自发布公告之日起，截止到2022年6月24日17:00。采取办公室现场报名和网络邮箱报名相结合的方式进行，办公室报名地点为肇源县委组织部人才干教组（3211室），网络邮箱报名需将相关材料报送至邮箱zyxrcyj123@163.com，报名及考试不收取费用。 　　报名时需提交以下材料： 　　1.个人简历； 　　2.《大庆市肇源县引进人才信息表》； 　　3.二代身份证原件及复印件； 　　4.本人近期二寸免冠同版彩色照片4张； 　　5.本科毕业生提供普通高等学校新生录取名册； 　　6.往届毕业生提供毕业证书、学位证书原件及复印件（2022年应届毕业生需签订保证书，保证在签订正式聘用合同前取得有效的毕业证书、学位证书，否则取消资格），教育部学历证书电子注册备案表； 　　7.报考教师岗位人员提供教师资格证书原件及复印件，报考医生岗位具有执业医师证、规培证者提供证书原件及复印件； 　　8.往届毕业生提供报到证原件或复印件（加盖存放报到证单位公章）、档案存放证明（加盖档案保管单位公章）。 　　通过网络邮箱报名的，需以扫描方式将相关材料制作成图像清晰的电子文档，打包压缩后上传至指定邮箱，邮件标题固定格式为：“报考类别+专业名称+姓名”。 　　（三）资格审查。资格审查贯穿于引才工作全过程，由肇源县人才引进工作领导小组办公室组织进行审查。报名人员应如实提供相关信息及材料，凡发现报名人员与拟引进岗位要求资格条件不符以及引进过程中弄虚作假的，取消资格，并视情节承担相应责任。 　　（四）能力测评。报名通过资格审查人员，在实际到达测评现场人数产生竞争的条件下进行该岗位能力测评，各类别各岗位如实际参加测评人数少于或等于引进计划人数时，视情况缩减引进人数，并在不超过引进总人数的前提下，适当调整各岗位引进人数。县直综合部门与县直教育系统能力测评采取笔试加面试的方式进行，县直卫生系统采取面试方式进行，主要测试岗位专业知识、业务素质、潜在能力以及与本岗位匹配度。 　　（五）拟引进人选确定。按照引进岗位能力测评成绩从高到低的顺序，择优录取。如同一引进岗位能力测评成绩出现并列时，按照笔试成绩高的优先引进。能力测评总成绩低于60分的，不予引进。 　　（六）体检。由组织部人才办组织对拟录取人员进行体检。体检项目和标准参照《黑龙江省国家公务员体检通用标准》执行。体检费用由拟引进人选自理。 　　（七）考核。由用人单位及主管部门对拟引进人选进行考核。主要考察拟引进人选的思想政治表现、道德品质、现实表现，是否有违纪违法等情况，并对其档案进行审查。 　　（八）公示。拟引进人选在肇源县人民政府网站进行公示，接受社会监督。公示期为7个工作日。 　　（九）其他事宜。体检、考核、公示等环节出现影响聘用问题，岗位拟引进人选减少时，均不进行递补。 　　四、待遇及管理 　　（一）引进人才纳入肇源县事业编制管理。 　　（二）引进人才实行聘用合同制管理；实行试用期制，试用期为六个月，试用期满考核不合格的，解除聘用合同。 　　（三）引进的研究生学历人才一次性给予2万元安家费，并给予婚前食宿补助每月400元；引进的“双一流”院校毕业的本科生人才给予婚前食宿补助每月400元。 　　（四）引进人才在肇源县服务期限不得低于五年。如因个人原因不能继续在聘用岗位工作的，需承担相应的违约责任。 　　五、特别提示 　　在人才引进组织实施过程中，将按照疫情防控有关要求，落实防疫措施，必要时将对有关工作安排进行适当调整，请广大报考者理解、支持和配合，并随时关注肇源县人民政府网站发布的相关信息，按要求做好准备工作。 　　六、其他事宜 　　（一）本公告未尽事宜，由大庆市肇源县人才工作领导小组办公室负责解释。 　　（二）联系方式：0459-8245311。 　　附件1：大庆市肇源县2022年上半年度人才引进计划表 　　附件2：大庆市肇源县引进人才信息表 　　附件3：黑龙江省考试录用公务员专业设置指导目录 　　中共肇源县委组织部 　　2022年6月13日
