智能建筑管理的现状与思考【摘要】本文指出了智能建筑目前在管理方面存在的一些突出问题，并提出了一些建议及思考。【关键词】智能建筑　　目前问题管理住宅智能化智能建筑，这个曾经使建筑工程发生质的飞跃的概念，已经被越来越多的人们所理解和接受，而且愈来愈彰显出它独特的魅力。它以建筑为平台，采用4C技术（控制技术、通讯技术、计算机技术、多媒体技术），集系统结构、服务、管理及他们之间的最优化组合，实现通讯、办公、建筑设备自动化(即3A)，给人们提供一个高效、舒适、便利的建筑环境。它的出现，给生冷的建筑物注入了人性化的理念，符合时代的要求，所以发展迅速。青岛市建筑工程质量监督站，从2000年起，对综合布线实行抽检开始，对智能建筑管理进行了逐步探索。经过这几年的摸索，既看到智能化建筑的不断发展壮大，也看到了目前智能建筑发展过程中存在的一些问题。这些问题如果日积月累，势必会成为这个强劲生命力肌体上的一颗毒瘤。1目前智能建筑存在的问题（1）盲目追求技术及硬件的“高、新、全”。由于一部分开发商对“智能”的片面理解，又缺乏对市场及其发展的调查分析，盲目认为功能愈强愈好，技术愈先进愈好。其危害有三：第一，先进的技术未必都好。有些技术可能是最先进的，但却未必是成熟的、开放性的、可发展的。一旦采用此技术及设备，必然为其所累，其现在和将来都会被牵着鼻子走。第二，超出现实需要的“大而全”造成资源浪费。一般来说，智能建筑中的办公自动化系统的生最先进的未必是最好的新技术更新快，放置几年就落后了。命周期为1!3年，通信自动化系统不过3!5年，机电自动化系统也不过5!10年，所以如果放置几年才用，不如某些部分只做可发展的规划。第三，经济性差。评价一个智能建筑要考虑功能与经济的综合指标，其中包括节约初投资与保证长期运行的经济性。投入大于回报必然会影响建筑智能的整体及长期运行。（2）重“硬”轻“软”。对整个智能建筑系统而言，其智能不仅仅依靠硬件产品及技术的集成，关键是多学科应用软件的开发。而最终要实现人、机智能的完美结合，还需要高层次的管理人员对突发事件决策和处理，以及对系统维护、改进和升级。而许多工程注重的仅仅是硬件建设，花钱只为买“卖点”，忽略了软件的开发利用及后期管理。我国目前物业管理人员的层次也远远不能适应智能建筑管理的需要，一些硬件很齐备的“智能工程”在投入使用之后，却不一定能真正达到应有的智能。（3）重复建设，资源浪费。过去，人们往往习惯于将专业与专业分工划分得很细，而当今，在智能大系统中各种不同专业之间的联系加强，如不能及时调整管理关系和积极利用高新技术，必然导致软硬件设备的重复设置。资源共享是世界公认的普遍性原则。就我国目前来看，邮电系统和有线电视系统各自组网，而不是互补协作，这一现象在全国的主干网和建筑物内部皆是如此，造成资源的巨大浪费。因此“，三网合一”(电视网、有线电视网、计算机网)的提出正是适应了这种需要。（4）相关管理跟不上。智能建筑20世纪90年代才在我国起步，但是却发展迅猛，而且技术更新周期愈来愈快，又涉及多个学科和多个管理部门，因此相对于智能技术的发展，相应的管理已远远落后了。另外，由于管理上的漏洞造成的问题也是非常多的。第一业主投资的盲目性；第二智能建筑市场队伍的无序竞争；第三由于设计造成功能不完善或存在缺陷；第四由于施工质量粗劣而导致性能不达标；第五对建筑物竣工后(如物业)的管理跟不上造成的问题更是不容忽视。　　2建筑期内对智能建筑的管理由于建筑业主分步、分项投资的策略以及用户的不确定性，使得智能建筑的建设在建筑期和物业管理期的目标不同。在建设期内，智能化建设主要是三大系统内部的集成，尤其是楼宇管理自动化系统和部分通讯与网络自动化系统，为一次集成；真正实现建筑智能的最终一体化集成是在工程竣工后结合用户和物业管理要求进行。何况大部分的所谓“智能工程”最终只能达到支持数据/语音端口的程度，这在智能化住宅的建设中反映得最为突出。综合布线是智能建筑的重要组成部分，是计算机网络的基础设施。同属计算机网络类型的传输线路应采用综合布线，如：多媒体通信、ATM、B-ISDN、CATV、VOD(点播电视)等。但是有了综合布线并不等于不需要其他布线形式，如安保摄像这些低速传输系统(1Mbps)采用综合布线(100Mbps)，技术上可行，但经济上却不可行。再如消防系统，因关系重大，消防部门不允许纳入综合布线系统中，并且，有线电视、电话系统都有专业部门进行验收管理，自成体系。因此，对建筑期内的智能建筑的管理主要集中在综合布线的管理及少数工程楼宇自动化的管理上。智能化建设的全过程是一个综合性很强的系统工程，如果要保证它的健康发展，就必须加强工程全过程各个阶段的指导与监管。
