意为: 当欧洲殖民者到达现在是美国的这个地方时,。。。。。

不能用where, 因为介词in 后面的宾语从句缺主语, 副词where 是不可以做主语的。再说意思也不对。

首先空缺的部分是要做arrive in的宾语的,所以引导的是宾语从句,也就是说what is now ... states 作宾语。 而空缺部分是作从句中的主语,因此只能用what 翻译为当那些欧洲移民者到达现在的美洲。。。
