■ 美国总统大选是一段漫长的历程，必须历经政党初选、提名、竞选活动、全民投票、选举人团投票等阶段，才能顺利入主白宫。 根据美国宪法规定，美国采【总统制】，行政权属于总统。总统大选每四年进行一次，并可连任一次。 【总统兼任三军统帅，同时不需向国会负责。】■ 总统候选人资格 依据美国宪法，竞选总统的候选人必须符合：【在美国本土出生、至少年满三十五岁、在美国至少已居住十四年以上的条件。】 ●选举制度 一、政党初选 大选年的二月至六月间，各政党在各州进行政党初选，产生出席全国代表大会的政党代表。 ★选举方式有二::第一种为「直接初选」，透过选民投票方式直接产生党代表。第二种为「党团会议」，由基层（如郡）而上的各级会议推选各级代表，最后在州代表会议中推选出席全国代表大会的政党代表。★目前多数州采取直接初选方式，其中新罕布什尔州为最早进行直接初选的一州。【爱阿华州】则是全美第一个进行党团会议的州。此两州的初选结果，将会影响其后各州的选举结果，被视为大选风向球。二、政党全国代表大会／政党提名 两党通常在七、八月份各自举行全国代表大会，由各州选出参加全国代表大会的党代表，将在此推选本党的总统、副总统候选人，听取各委员会报告，同时制定党纲。 在五、六月间，全国代表大会的大部份成员已经产生，各总统候选人拥有多少代表支持也已明朗化，谁将赢得政党最后提名大致上已经底定。因此，★全国代表大会实际上只是认可总统、副总统候选人提名的最后一道程序而已。总统候选人的提名，通常在大会的第三天或第四天进行。三、竞选造势 九月至十一月间，各政党推出的总统、副总统候选人，随即展开全美的竞选造势活动，上山下海和选民会面，同时也有在电视上发表演说，进行电视辩论等等，竞选造势期间长达八至九周，耗费相当可观。 四、投票 总统大选的投票分为两个进程，一为全民投票，二为选举人团投票。【全民投票】：大选年十一月份第一周之后的第一个星期二，明定为投票日。这一天的全民投票，实际上并非选举总统，而是选举出代表选民的「选举人团」。选举人团将在稍后的投票中选出总统，因此可以说，【美国总统选举并非直接选举，而是间接选举】。 【选举人团投票】：大选年十二月第二个星期三之后的第一个星期一，选举人团成员将在各州首府分别投票，选举总统和副总统。正式的选举结果，其实在全民投票当天即已确定，【因此选举人团的投票只是一种形式，并不具实质意义。】五、当选／宣誓就职 　　各州总统选举的投票结果，将在选举后隔年的一月六日美东时间下午一时，由【参议院主席】在参众两院联席会议上公布。总统、副总统当选人，将于同年一月二十日中午宣誓就职。 ●选举人团制度 全美各州选举人（Electors）的组合，被称为「选举人团」（Electoral College）。★依据美国宪法规定，总统并非由国会或选民选举，而是由选民推派的选举人选举。 　　各州的选举人名额，和该州在国会参、众两院的议员总数相同。联邦政府所在的哥伦比亚特区，没有国会代表，一九六一年的宪法修正案中给予该区三个选举人名额。所以，相当于一百名参议员（每州两名）的选举人，加上等同四百三十五名众议员的人数，连同三名哥伦比亚特区选举人，就可得出五百三十八张的选举人票总数。★总统候选人获得的选举人票数如达到两百七十票，即超过全国选举人的一半，即可宣布当选。●选举人计票制度 　　目前除了缅因州和内布拉斯加州，其余四十八州均采取「胜者全拿」（winner-take-all）的选举制度。如果某一政党候选人在该州获得的票数高于对手，即可获得该州所有的选举人票。此制度的正式名称为「General ticket system」。 　　缅因州和内布拉斯加州采取「区域计票制」（District system），在各选区获得单纯多数选票的候选人，即获得该选区的一张选举人票，在全州获得多数选票者，可再拿下两张（代表两名参议员）的选举人票。胜者全拿制度，通常在大州投票结果公布之后，将扩大领先者差距或急速缩小落后差距。区域计票制为十九世纪多数州采取的计票制，强调兼具「地域」与「全州」的公平性。附上链接：
