针没两头利。凡事有利就有弊。 “乐天派”把“利”都“吹”完了，“吹”的天花乱坠了，我不重复了，想“吹”也没有词了。故我只好泼点冷水。希望大家冷静一点，高兴一天就好了! 我国是贸易大国，也是贸易顺差大国。贸易顺差来自哪里?是“10+5(6)”吗?不是，绝对不是! 贸易顺差主要来自欧美，特别是美国! 知道这一点以后，就知道我为什么说“高兴一天就好了”。 东盟主要国家如新加坡、越南、马来西亚、菲律宾以及日、韩、澳、新(西兰)等国都是“变色龙”，“东食西宿”的“宠儿”。“经济上靠中国，安全上靠美国”。又想赚钱，又想站队。又想倾销自己的商品，又想保护自己的市场(产业)。 “协定”不是万能的。“协定”签订后并不是万事大吉、高枕无忧。关税取消了，不等于贸易壁垒都消除了。倾销自己商品、保护自己市场的手段还有“五花八门”。诸如反倾销，检验检疫，知识产权保护、配额、许可证等等，都是“武器”。 我们短缺的不是“商品”，而是“市场”;需要的不是“进口商品，而是开拓市场”。我们市场缺的是高 科技 ，而不是热带水果、冰冻海鲜以及 汽车 、化妆品、马桶盖。 普通老百姓尤其是底层群众少有吃进口热带水果、海产品，也鲜有买进口 汽车 、化妆品、马桶盖。他们不是直接受益者。 相反，对国内粮农、猪农、牛农、果农、奶农、种植业、养殖业、 汽车 行业、化妆品行业都有一定的影响(竞争)。 不要误会，不是说“协议”没有好处。好处当然有，只是有利必有弊。前面说过，好处被别人说完了，没有必要重复而已。 对百姓的好处比较多，一是产品种类进一步丰富，小到瓜果蔬菜，大到飞机火车，百姓可以更多的进行自我选择，例如早餐桌上东南亚的茶点。二是服务相关业务进一步完善，可供选择的人工智能、家护等进一步完善，服务水平和质量将再上新台阶，医院护工或许更多的是会泰式按摩的菲拥大姐。三是促进就业，特别是区域性特色就业将进一步得到优化，拥有高效率就业技能的人将供不应求。四是增加投资渠道，市场扩大化必然带动投资渠道的进一步需求，或许在泰国的街道上，正有你想开店的愿望。五是促进人口流动，有利于带动以此为基础的各种迁移行为，特别是15国区域内的 旅游 等更加便捷。六是进一步优化管理效能，淘汰管理机制落后的个别组织或个别政府部门。 当然有好处，国泰民安吗。 首先搞清什么是RCEP。它是由东盟十国发起的，全名叫 区域全面经济伙伴关系（英文：Regional Comprehensive Economic Partnership） 。邀请中国、日本、韩国、澳大利亚、新西兰、印度共同参加，通过削减关税及非关税壁垒，建立16国统一市场的自由贸易协定。 东盟为什么要搞这个东西呢？因为东盟国家的经济规模有限，但是他们的人口、市场都很大，一直是大的经济体互相争夺的对象，而他们自己又没有太多的发言权。RCEP签订明显的好处是：东南亚发展所需的条件得到保证。这是一个巨大的市场，他们起码可以做到：市场互补、贸易畅通、东盟作用放大、协定内国家关系更紧密、对抗世界经济霸权的力量更大。 实际我们不用把世界组织看得过于神秘，如果把地球看成一个村子，那么各国就是村子里的住户。各家都有自己拿手的技术。于是，村子里就有一个组织，为各家生产的物品建立交换平台，这就是“WTO”。由于各家情况不一样，所以有的家里规定：什么东西来我们家，我要收税，不然我家这个东西就永远不会发展。各家也同意这样做是合理的。 也有几家住得比较近的，就自己搞一个小的朋友圈，大家在这个圈里的都互相帮助，物品无障碍流通，这样，别人家相似的东西就很难进来这里。这也是合理的，买卖自由，你也可以不买人家的，只要你觉得不影响。比如：欧盟、北美经济协议等。 东盟国家，乃至亚洲因为基础薄弱，以来没有建立一个这样的组织，国家之间倒是有许多双边的协议。双边协议实在是太小了，只有两个国家，影响有限，在世界上没有人关注。所以，为了扩大影响，东盟十国非常希望有这么一个组织。 问题是这个村子里的最大户美国不愿意看到不是自己主导的市场出现，所以他们对东盟的做法嘴上说：好事啊，你们弄吧。心里骂：NMD，看你们能的。他们对欧盟就不冷不热，这场对RCEP更不会有什么好态度。因为这东西和它没关系，他就不能控制这些国家。 实际上，奥巴马当总统时，想搞一个TPP，即：跨太平洋伙伴关系协定（ Trans-Pacific Partnership Agreement ），这是一举好几得的事。这东西搞成了，这些环太平洋国家就被捆在一起了，美国还是老大；美国还把标准搞得唯独不适合中国，这就把中国弄到外面，美国心里爽；美国在太平洋、南亚东盟的影响力就进一步提高。 当然，要让大家都加入这个TPP，美国要让出一点利益，市场要开放、技术要帮助。简单讲：美国比其它国家都发达，那么你要保护其它国家产业。其它国家东西可以低关税、甚至零关税卖到美国，美国的东西要交关税才能进入这些不很发达的国家。这也是老大应该有的付出。 但是，特朗普上台后，第一个废掉的就是这东西：NND，占美国便宜，不让美国优先发财，不要。就这样，奥巴马好不容易弄好的TPP没有了。而东盟的RCEP受这个刺激，反而加速前进。东盟邀请的国家都有巨大的兴趣。东盟最看重的中国和日本都愿意加入，所以大家都很兴奋。 RCEP正式通过以后，区域内国家货物流通将非常便捷，关税或可降到零，即使有些国家要保护，也有一个时间期限。一般的，大的经济体和发达国家在协定里要吃点亏，但长远看不吃亏，因为固化了市场，排除了外来影响，增加了敌对力量破坏成本，加强了周边命运共同体建设。 TPP是以美国主导的，但提出概念的是秘鲁等国；同样的，RCEP不是亚洲某大国提的，但全世界都知道，谁是这个协定里举足轻重的国家。印度闹着脾气，还是没有加入，他们以前一直要向东看，要加强和东盟各国的经济联系，做一个“响当当”的南亚大国，要成立一个把某大国排除在外的区域经济体，这个RCEP就是天赐良机啊。但是，现在弄成了，那个大国在里面，印度却在外面。这话说的。 印度为什么不加人呢？他们有自己的苦衷。他们一怕国内不成熟的产业在竞争中全军覆没；二怕自己进不了别国的市场，原因还是竞争能力；三怕加入后，国内不多的企业就要倒闭，失业率马上高到天际，政府没法干下去。最后还有一点心里的不情愿。 总之，这对中国是个好东西，当然我们要让别人的物品合理进入我们的市场，但是以后我们也有一个成熟的市场做后盾，那些贸易战我们就不会太担心；美国再想来搞点事，恐怕也没有那么容易，他们不付出更多的本钱，事情是不好办的。连TPP的付出美国都不干，看不出他们还愿意付出哪些东西。 国家经济稳定了，老百姓当然也就可以安心过自己的日子，不会别人一制裁，我们立刻就苦哈哈的，什么东西都涨价；生意也不好做；东西也卖不出；物品不丰富；年轻人就业不容易；这些都会得到改善和提高···如果这些都不是很关心，那么你起码买热带水果要容易不少，便宜不少。 昨天中国与东盟，韩国，日本，澳大利亚，新西兰十五国正式签订了区域全国经济伙伴关系协定（RCEP）。该协议的签证标志着世界上人口最多，成员结构最多元，发展潜力最大的东亚自贸区正在启动。RCEP盖了世界上23亿人口，25.6万亿美元的GDP，25％的世界贸易量。RCEP将超过北美自由贸易协定（NAFTA）欧洲自贸协定（EVFTA）成为世界上最大的自由贸易区。RCEP签订后成员国立间90％以上的产品将实现零关税。 RCEP的签署将对老百姓的生活产生重大的影响： 一，中国居民购买东盟国家优质的农产品将会更便宜。中国居民消费需要量大，东盟国家大量价格低廉的优质农产品将进入到我们的餐桌。有大米，菠萝，榴莲，火龙果等。RCEP签署施实后这样农产品将零关税进入我国市场。弥补我国热带地区水果产量的不足。 二，中国人去东盟国家旅行留学更方便。中国去RCEP成员国 旅游 将更加方便快捷，成员国之间可以获得更多的免签，落地签。 PCER签署后对中国整体有非常大的利好。中国占RCEP成员国65％的人口，60％的GDP和外汇储备。中国加入RCEP后，中国的发展会更加稳定： 一，有利于“一带一路”的快速推进，避免了逆全球化。中国提出“一带一路”倡议以来，中国与沿线国家间的合作快速推进。美国特朗普政府提出“美国优先”，对其他的国家产品加征高额关费，不断的挑起贸易争端。美国逆全球化的操作损害了全球其它国家的发展利益。中国同RCEP成员加强合作，有利于全球化的推动。 二，有利于中国出口企业获得更大的市场空间。2019年中国与东盟贸易额6419.5亿美元，其中中国进口东盟产品2816.7亿美元，出口东盟产品3602.8亿美元，贸易顺差786亿美元。2019年中国58.4％的机电产品出口到了东盟国家。2020年前三季度中国东盟贸易额5044亿美元，东盟已经超过美国和欧盟成为中国第一大贸易伙伴，占到中国贸易额的14.6％。同时中国与日本，韩国，澳大利亚，新西兰贸易互补性强，大量产品取消关税，有利于中国出口企业获得市场拓展机会。日本是中国第四大贸易伙伴，中日贸易额占到中国贸易额的5.4％，中国是韩国一第大贸易伙伴，2019年双边贸易额2845亿美元。 三，有利于推动人民币国际化。（1）中国与RCEP成员国国家贸易中能源类大宗商品占比较大，推动中国购买大宗商品用人民币结算，RCEP成员国家用人民币购买中国产品。RCEP国家可以有效规避美元币值波动产生的汇率风险。（2）中国在产品和主要工业原料领域定价权可以使中国在国际分工中处于主导地位。凭借我国的综合国为力逐步取得大宗商品的定价权。（3）推动人民币成为中子商务计价的结算贸币。中国与RCEP国家地理位置相近，与大部分国家文化有较强的关连性，消费习惯差异性较小，是人民币国际化的重点推进区域。 四，有利于压缩“台独”的生存空间。台独势力近年来一直在推动“新南向”计划，企图扩大自己的生存空间。中国同东盟等国签订RCEP协定，台湾会失去部分扩展空间。 这是历时8年才达成的一项合作，是非常具有 历史 性的。 对于整个中国的经济，甚至对于我们个人来说，都是有直接或者间接的利好。 具体可以表现在几点： 1、加强国与国之间的贸易往来，让老百姓在进出口产品上收益； 2、未来可以大大减少外贸商品的购买成本，刺激消费； 3、带动国内“双循环”的推动，有助于推动经济； 4、利好股票市场，缓解之前中美贸易的压力； 5、提升中国企业的竞争力和内部生产力，加大外需和内需，对老百姓来说，未来可以变向提升收入； 要知道，这次加入RECP协议的国家可以享受10年内大部分商品降至零关税的福利，促进国与国之间双边贸易的来往和发展，开放至少100个以上的市场领域。 覆盖人群达到了23亿人，是全球最大的一次贸易协议，约占世界贸易总量的25%，GDP超25万亿美元！ 核心结论： 世界上没有永远的敌人，也没有永远的朋友。关系都是和价值捆绑在一起的。如今世界上最大的自贸协定达成，无疑让多国的利益捆绑在一起，体现出了价值，大大缓解了一系列的矛盾，这会让未来的道路，更好走！ 2020年是 历史 上重要的一年，对于世界如此，对于中国更是如此。此次的RECP达成合作，将会加速推动中国世界的话语权，中国人、中国资产、中国货币将会是最大的受益者之一。 中国、日本、韩国、澳大利亚、新西兰和东盟十国刚刚签署了迄今为止世界上最大的经济伙伴关系协定，这个区域内各国GDP综合占到世界的30%,，它惠及的人口数达22多亿，也占世界的30%。这个协定的签订对各国百姓好处是： 1、由于关税的降低，百姓买商品更加便宜，能促进消费，促进当事国经济的发展。 2、由于关税降低，能使企业产品的成本降低，大大增强各国企业在世界上的竞争力。 3、能促进区域内国家之间的经济、文化乃至政治方面的交流，也能促进产业链的形成。 4、百姓 旅游 更加方便， 旅游 时能够购买大量的免税商品。 这个协定，不亚于我国参加世贸组织带来的好处，对一带一路和经济的全球化都有促进作用。 打破了美国打压，形成了亚洲第一次自己做主的自贸区，一个繁荣的经济亚洲呼之欲出，将极大促进各国互补贸易从而拉动各国经济，当然造福各国人民。
