据西部商报报道：面对医学人才培养水平的滞后和医疗卫生人才匮乏的现实情况，在甘全国人大代表和政协委员把组建“甘肃医科大学”的建议带上全国“两会”的消息经过本报报道后，引起社会各界关注。昨日本报全国“两会”特派记者在北京采访了全国人大代表、民盟甘肃省委副主委、省卫生厅副厅长郭玉芬，她说甘肃医科大学初步选址兰州新区。与此同时本报记者对我省的医学人才培养的现状进行了调查，并就“组建甘肃医科大学”的建议采访了我省教育和卫生系统人士。我省每年的卫生人才需求约在1万人以上，而目前我省平均每千人只拥有3.41个卫生技术人员，低于全国平均水平，未来10年，采访中，甘肃中医学院教务处的相关工作人员告诉记者，去年兰州大学和甘肃中医学院两所高校面向我省招收免费医学定向生，招生总计划200人，报考的学生却有上千人，最后致使两所招生院校录取控制分数线高出预期。“我省目前没有一所省属的西医本科院校，仅有的中医本科院校也因占地面积太少，不能伸开手脚去扩充办学规模。目前隶属我省的西医类高等教育机构仅有平凉医专、张掖医专2所专科层次的高校，这两所医专每年招生人数也不超过3000人。”采访中，甘肃中医学院党委常委、院长助理吴俏燕讲述了我省高等医学教育的现状。自2004年9月，我省省属高校兰州医学院整体并入兰州大学后，致使我省的高等医学教育培养能力进一步减弱。原兰州医学院年招生人数为1800人以上，生源大多数来自我省，留得住，用得上，基本可以满足我省各级医疗卫生机构人员补充之需求。并入兰州大学后，由于兰州大学为教育部所属高校，面向全国招生。2005年兰州大学医学类专业招生数为800人，其中面向我省招380人;2006年为600人，其中面向我省招290人;2007年740人，其中面向我省招325人，直到2010年，医学类专业招生人数只有400多人。面对逐年减少招生人数的现状，兰州大学招生办的工作人员也很无耐。记者了解到，这是因教育部明文规定，部属高校在属地招生名额不得超过总招生量的30%。根据这一规定，兰大每年在我省的招生总人数也只有1200多人，其中招收的医学类的专业人数也只能逐年减少。据了解，截至2009年底，我省有卫生技术人员8.95万人，平均每千人拥有卫生技术人员3.41人，低于全国平均水平(4.15人)。“如果按照我省目前的卫生技术人员情况，若要满足深化医改任务和人民群众的基本医疗需求，还需培养卫生技术人员8~10万人左右，即从2010年到2020年10年期间，每年的卫生人才需求约在1万人以上。”省卫生厅相关工作人员这样说道。根据目前卫生专业技术人员的培养能力，本专科生每年培养3500人左右，按照卫生技术人员年均自然减员3000人计算，我省的医学后备补充力量远远不足。面对我省高等医学类院校数量及人才培养能力位居全国后位，高等医学教育的发展尚处于低水平，尤其是本科层次卫生技术人才培养能力薄弱的现状。在甘的全国人大代表和政协委员就建议我省组建“甘肃医科大学”。“医学教育和医务人员培养周期长，对实践训练要求高，如果不尽快组建甘肃医科大学，到2015年则无法实现‘甘肃省卫生人才队伍建设各项评价指标接近或达到全国平均水平"，到2020年无法实现全科医师制度要求的目标。”我省教育和卫生系统的人士纷纷认为，在甘全国人大代表和政协委员把组建“甘肃医科大学”的建议带上全国两会非常及时，希望国家和省上能加大对我省高等医学教育的投入。
