严格实行污染物排放总量控制、排污许可、环境影响评价、清洁生产审核、强制淘汰、限期治理、环境标识和认证制度。五是提高公众参与程度。 对涉及公众环境权益的重大发展规划和建设项目，通过听证会、论证会或公示等形式，充分听取公众意见。六是大力发展环保产业。 进一步提高环保装备技术水平。建立和完善污染治理设施投融资机制，鼓励各种社会资金投资污染治理设施建设。
