江苏常州市2013年教师资格证考试报名时间 关于做好2013年依法面向社会认定教师资格工作的通知 常教人〔2012〕56号 各辖市、区教育局（教育文体局、社会事业局），市招考办： 　　根据《省教育厅办公室关于做好2013年面向社会认定教师资格工作的通知》（苏教办人〔2012〕17号）（详见附件）和《省教育厅关于教师资格认定工作中有关问题的答复意见》（苏教规〔2012〕3号）精神，经研究，决定于12月初开展2013年度面向社会认定教师资格工作。依照认定权限，各辖市、区教师资格认定机构负责认定初级中学、小学、幼儿园教师资格。现就有关事项通知如下： 　　一、认定对象 　　凡未达到国家法定退休年龄、符合《教师法》规定学历条件的本市户籍人员和在常高校2013年全日制应届毕业生。 　　二、认定程序 　　1.发布信息，开展咨询。2012年11月30日前，各辖市、区教育行政部门通过本地电视、广播、报纸、网络等途径发布有关认定教师资格工作通告，向社会公布教师资格认定的政策咨询电话、报名地点、考试、认定流程等有关事项，并面向社会开展政策咨询活动。 　　2.教育学心理学报名与考试。常州市自学考试工作委员会办公室负责全市教育学心理学考试的报名和考试组织工作，并于11月底前在常州教育网和常州招考信息网同时发布报名通知。 　　3.体格检查。各级教师资格认定机构按有关规定及时确定体检医院，并于2013年3月底－4月初组织申请人员进行体格检查。 　　4.网上报名。各级教师资格认定机构于2013年3月21日—31日，组织申报人员网上报名。申报人员登陆江苏教师教育网（http://www.jste.org.cn 或http://www.jste.net.cn）或中国教师资格网（http://www.jszg.edu.cn/）“未参加全国统考申请人网报入口”报名，未通过上述网络报名的不予认可。 　　5.现场审核确认受理。各级教师资格认定机构于2013年4月10日－4月12日，组织现场审核并确认受理材料。 　　6.教育教学基本素质和能力测试。2013年5月4日－5日，各级教师资格认定机构根据有关规定，组织专家对申请人（在学期间缺少教育教学实习环节、脱离教育教学工作岗位五年及以上、所学专业与拟申请的教师资格专业不对口的师范类毕业生，非师范类毕业生）的教育教学基本素质和能力进行测试。教育教学基本素质和能力测试由常州市教育局统一命题。 　　7.专家审查。各级教师资格认定机构根据职责权限，于2013年5月上旬组织教师资格专家审查委员会对申请人的材料进行综合审查，并提出审查意见；教师资格认定机构根据专家审查委员会的审查意见，作出是否符合教师资格条件的认定结论，并于2013年5月22日前将结论通知申请人。 　　8. 发放证书。各辖市、区教育行政部门在确认信息系统中所有新申请证书号生成后，要按已生成证书号数据，及时向市教育局申请征订教师资格证书，确保在2013年6月初，向经认定符合教师资格条件者颁发教师资格证书。空白资格证书领取时间另行通知。 　　9.总结上报。请各辖市、区教育行政部门在2013年6月底前做好教师资格认定材料的归档整理工作，并将认定名单和工作总结报市教育局人事处。 　　三、认定条件 　　申请认定教师资格人员需符合《江苏省实施〈教师资格条例〉细则（暂行）》所规定的公民身份条件、思想品德条件、学历条件、身体条件、教育教学能力条件、普通话条件等。 　　四、有关要求 　　1.根据教育部教师资格认定指导中心《关于中小学和幼儿园教师资格考试成绩全国有效的通知》（教资字〔2012〕24号）有关规定，在中小学和幼儿园教师资格考试试点省份参加全国统一考试，并获得教育部考试中心颁发的《中小学和幼儿园教师资格考试合格证明》的申请人，在我省申请认定相应教师资格时，无需再参加考试（包括笔试和教育教学基本素质和能力测试），其中教师资格申请人的申请任教学科（学段）应与《合格证明》标注的学科（学段）相一致。申请人在试点省份参加全国统一考试，笔试科目（申请学段必考科目）均合格者，无需再参加笔试，可以在成绩合格有效期内直接参加我省相应认定机构组织的教育教学基本素质和能力测试。笔试科目中任何一科不合格或成绩失效者，需通过我省组织的教师资格考试（包括笔试和教育教学基本素质和能力测试），方可申请教师资格。外省有关科目二的免考规定不适用于我省。 　　2.教育学心理学补修、考试。只有具备下列条件之一者，可以免考教育学和教育心理学：①师范院校和其他高校经国家或省级教育行政部门批准，列入国家或省招生计划，由省统一招生，按师范专业要求培养的全日制师范专业毕业生。其中指定学段的师范类毕业生，只有在申请指定学段教师资格时免考教育学和教育心理学。②经国家或省级教育行政部门批准，列入国家或省招生计划，2007年底以前入学的教育类全日制非师范专业毕业生。此类毕业生毕业证书专业栏需注明“教育”字样。③参加江苏省中小学教师自学考试，并取得毕业证书者（专用）。④已取得某学段某专业学科教师资格证书，再申请本学段其他专业学科教师资格者。补修工作由各地教育行政部门组织。申请人可在江苏省内学习或工作所在地参加教育学、心理学补修和考试，考试成绩在全省认可。 　　3.学科、学段要求。①申请学科与本人所学专业不一致时，需参加相关学科江苏省自学考试本科段2门主干课程的考试，并取得合格证书。另需参加申请学科的教育教学基本素质和能力测试。②申请教师资格所含的学科，均应为我省相关学段的学校已经开设的学科。③已取得相应学段教师资格，再申请其他学段教师资格时，如无对应师范类学历，均需参加相应学段的教育学与教育心理学补修及全省统一考试、教育教学基本素质与能力测试，并取得合格证书。④小学教育专业师范类毕业生可以申请我省小学所有已开设学科的教师资格，但所申请学科必须为本人在师范类院校学习过，并考试成绩合格。 　　4.教育类研究生教师资格认定。全日制教育硕士毕业生符合《教师法》、《教师资格条例》和《＜教师资格条例＞实施办法》规定的教师资格认定条件的，可以等同师范教育类专业毕业生，申请直接认定相应教师资格。 　　5.学历鉴定。具有电大、夜大、函授、自考、网络教育等非全日制学历者申请教师资格，均需提供中国高等教育学生信息网（学信网）查询的《教育部学历证书电子注册备案表》。若是2001年以前的毕业生或应届毕业生不能上网查询的，需提供本人学习成绩单复印件（加盖档案管理部门公章）。 　　6.思想鉴定。在职人员申请教师资格，应由所在工作单位组织人事部门提供思想品德证明，并附至少1个月的社会保险缴纳凭证。应届毕业生申请教师资格，应由毕业学校所在院系党组织提供思想品德证明。非在职人员申请教师资格，应由其户籍所在地街道办事处或乡级人民政府提供思想品德证明，并由当地公安部门提供无犯罪记录证明。 　　7.普通话要求。申请认定教师资格者，普通话水平应当达到国家语委颁布的《普通话水平测试等级标准》二级水平。其中语文教师、幼儿园教师和担任对外汉语教学的教师应达到二级甲等以上水平；语音教师和播音、主持、影视剧表演等专业的教师应当达到一级水平。普通话水平测试时年满五十周岁的申请人员，提倡使用普通话，不适用上述规定。普通话水平测试等级证书由国家语委统一印制，由省级语言文字工作办事机构（省语委办公室）编号并加盖印章后颁发，全国通用。 　　8.体检要求。申请幼儿园教师资格，统一采用新的体检表。体检时，需增加淋球菌、梅毒螺旋体、滴虫、外阴阴道假丝酵母菌等检查项目（后两项妇科检查时，不采取侵入性检查）。出现呼吸系统疑似症状者，需增加胸片检查项目。 　　9.在编在职的教师申请认定高一级学校的教师资格，需由所在单位及其上级主管部门提供相关证明。 　　10.在申请认定教师资格过程中，有作弊、弄虚作假、徇私舞弊、玩忽职守等行为的，根据《教师资格条例》、《江苏省实施〈教师资格条例〉细则》等文件规定，依法予以取消教师资格、3—5年内不得再次申请教师资格、行政处罚直至追究相关人员法律责任。
