1　融资租赁的四种功能1)融资功能　融资租赁从其本质上看是以融通资金为目的的，它是为解决企业资金不足的问题而产生的。需要添置设备的企业只须付少量资金就能使用到所需设备进行生产，相当于为企业提供了一笔中长期贷款。2)促销功能　融资租赁可以用“以租代销”的形式，为生产企业提供金融服务。一可避免生产企业存货太多，导致流通环节的不畅通，有利于社会总资金的加速周转和国家整体效益的提高;二可扩大产品销路，加强产品在国内外市场上的竞争能力。3)投资功能　租赁业务也是一种投资行为。租赁公司对租赁项目具有选择权，可以挑选一些风险较小、收益较高以及国家产业倾斜的项目给予资金支持。同时一些拥有闲散资金、闲散设备的企业也可以通过融资租赁使其资产增值。而融资租赁作为一种投资手段，使资金既有专用性，又改善了企业的资产质量，使中小企业实现技术、设备的更新改造。4)资产管理功能　融资租赁将资金运动与实物运动联系起来。因为租赁物的所有权在租赁公司，所以租赁公司有责任对租赁资产进行管理、监督，控制资产流向。随着融资租赁业务的不断发展，还可利用设备生产者为设备的承租方提供维修、保养和产品升级换代等特别服务，使其经常能使用上先进的设备，降低使用成本和设备淘汰的风险，尤其是对于售价高、技术性强、无形损耗快或利用率不高的设备有较大好处。正因为上述四种功能，融资租赁将工业、贸易、金融紧密地结合起来，沟通了这三个市场，引导了资本的有序流动。既为企业以较少的投人而迅速获得设备的使用权提供了便利，又为银行及其它资金提供了一条安全的放款渠道。2　融资租赁的主要优势1)　提高企业资金流动性改善财务状况对承租企业而言，融资租赁具有相对其他融资方式的一些独特特点。首先，承租人可达到分期付款的目的。对企业而言，保持较高的资金流动性是财务管理追求的重要目标之一，并不是每个企业都能有充足的现金和流动资产，而且融资能力也受到多方面因素的限制，因而一种能很好提高企业流动能力的途径会受到相当企业的欢迎，融资租赁由于其分期付款的特点解决了企业的投资需要，在不占用过多资金的前提下使其流动能力得到提高，是企业融资的一种较好方式。其次，承租方可以取得税收优惠，是众多企业采取这种工具的重要原因。一些国家为鼓励投资，专门为融资租赁提供了税收优惠，有些国家在融资租赁发展初期，采取了特定领域投资的税收减免政策，承租人通过融资租赁可以直接或分享出租人在特定领域进行租赁投资获得的投资税收减免。第三，承租方可利用融资租赁改善财务状况。现代租赁的特点是其创新性，各种租赁方式被创造出来，为具有不同需要和偏好的投资者所运用。回租即是其中一种重要的方式，承租人通过将现有资产出售给出租人，出租人再将该资产出租给资产出售企业，通过这种方式，承租人仅付出当期租金，但获得了出售资产的现金流，实现了当期现金状况的改善;另外很多企业通过利用经营性租赁方式实现表外融资，既实现了投资的目的，又改善了表内财务状况。因此，在企业进行资本结构设计，选择融资工具时，通常根据资产负债情况，财务杠杆的运用和风险隋况来选择，融资租赁工具提供了一种较好的选择，在企业财务决策中，融资租赁往往被一些现金流不足、财务风险较高的新企业和中小企业所采用。2)　优化资产结构 降低金融资产风险一方面因为融资租赁资金用途明确，因而减少了出租人在信息方面的不对称，从而降低了风险。与银行贷款相比，由于融资租赁已经确定了资金的用途，并事先经过周密的项目评估，出租人始终参与设备购买、安装、使用的全过程，可以掌握承租人的更多商业信息，大大减少出租人的风险，同时，出租人还可以利用拥有的所有权随时监督企业利用租赁设备经营的状况，即使发生风险，由于融资租赁中租赁资产所有权并不归承租人所有，在存在完善的二手设备市场条件下，可以通过出售的方式部分收回投资，减少出租人的损失，大大降低了其投资风险，因而吸引了大量金融机构进入这个行业。另一方面，金融租赁公司相对于一般企业具有更大的规模、更好的资信水平，更完善的风险管理制度，银行更愿意向这些金融租赁公司融资而不愿意直接向一般企业融资，从而一定程度上优化了银行的资产结构，降低了金融风险。3)强化产品促销提高企业竞争力厂商采取融资租赁方式促销产品更有利于应收款的收回。相对其他如分期付款、买方信贷等促销手段，融资租赁销售的货物由于所有权没有转让，有固定的用途，因而风险更小，未来现金流更有保证，其分期付款和税收政策也更有利于吸引一般消费者，从而实现厂商设备等商品的销售，是企业尤其是设备生产企业实现促销的一种有利选择。当前，随着市场中买方对附加金融服务的产品或服务产生了更大的需求，制造商通过投资设立金融服务公司来向顾客提供全面…产品服务正成为一种趋势，也是制造商进一步增强其在市场上竞争力的必然选择。4)盘活企业闲置资产提高资源利用率利用租赁方式可以将大中型企业的闲置设备转移到中小型乡镇企业，将发达地区的二手设备转移到不发达地区，按照经济发展的梯度转移资源，有效利用闲置设备，提高资源利用效率。对较发达地区而言，产业结构的升级将导致一部分仍具有一定的科技水平且可以用于生产的设备淘汰，但这些设备对较不发达地区而言，却仍相当先进，而这些设备在价格上往往具有优惠，因而通过租赁的方式不仅解决了发达地区产业结构调整而带来的淘汰设备处理问题，而且解决了不发达地区科技进步与资金缺乏的矛盾，促进了全社会的资源有效运用，加快了全社会的平衡发展。特别就我国实际情况看，东部沿海地区与西部内陆地区经济发展水平落差很大，可以利用租赁方式把东部地区的二手设备转移到西部去，促进西部大开发。5)规避贸易壁垒各国对相互之间贸易都有一定的限制，通过融资租赁，可以避免直接购买的限制，从而突破贸易壁垒，迂回进入。另外通过融资转租赁的方式还可以打破一些国家的金融管制，将贷款改为融资租赁可以避免直接融资的限制。6)节省项目建设周期融资租赁将融资和采购两个过程合成一个，可以提高项目建设的工作效率。由于租赁本身的灵活性和抗风险能力，也减少许多项目建设过程中不必要的繁杂手续，可以使企业早投产，早见效益，抓住机遇，抢占市场。7)有利于技术改造因率先使用先进设备，而不用担负由于技术进步导致设备落伍淘汰的风险。对企业及时更新技术装备，迅速采取新技术、新工艺，提高产品竞争力和市场占有率十分有利。8)可以取得税收优惠国家为了鼓励投资，专为融资租赁提供了税收优惠，通过融资租赁的项目可以加速租赁物件的折旧。实际上把一些应该上缴国家的税款用来偿还租金，加速了设备的更新改造。

1、享受企业担保便利政策自贸试验区内融资租赁企业对外提供担保的便利政策。“央行30条”规定：取消区内机构向境外支付担保费的核准，区内机构直接到银行办理担保费购付汇手续。《外汇管理支持试验区建设实施细则》规定：区内企业提供对外担保，可自行办理担保合同签约，无需到外汇局申请办理事前行政审批手续。区内企业提供对外担保时，不受担保人和被担保人净资产比例、被担保人盈利状况及担保人和被担保人之间股权关联条件的限制。2、 支持开展跨境人民币双向资金业务支持开展跨境人民币双向资金池、国内、国际外汇主账户等本、外币资金池业务。“央行关于上海自贸区扩大人民币跨境使用的通知”规定：区内企业可根据自身经营和管理需要，开展集团内跨境双向人民币资金池业务。《外汇管理支持试验区建设实施细则》规定：区内企业已开立的境内外币资金池账户、国际贸易结算中心专用账户名称统一改为国内外汇资金主账户，功能并入国内外汇资金主账户；符合条件的区内企业可根据经营需要，开立国际外汇资金主账户。3、实行外汇结汇优惠政策自贸试验区内的外商融资租赁企业的外汇资本金实行意愿结汇。《外汇管理支持试验区建设实施细则》规定：区内外商投资企业的外汇资本金实行意愿结汇。结汇之后的资金要放到对应的人民币专用账户，这个账户是受监管的，资金使用必须有真实、合理的用途。4、享受货款支付便利政策自贸试验区内融资租赁项目货款支付的便利政策。《试验区境内外租赁服务外汇管理操作规程》规定：允许试验区内融资租赁项目公司从境外购入飞机、船舶和大型设备并租赁给承租人时，凭合同、商业单证等材料办理付汇手续。租赁给境外承租人的，外汇局可按照无关单外汇支付方式进行核查。5、享受放宽境外放款额度限制政策《试验区境内外租赁服务外汇管理操作规程》规定：融资租赁类公司开展对外融资租赁业务时，不受现行境内企业境外放款额度限制。融资租赁类公司可直接到所在地银行开立境外放款专用账户，用于保留对外融资租赁租金收入。该账户内的外汇收入需结汇时，融资租赁类公司可直接向银行申请办理。
