影片的剧情，按照冷战间谍片的标准是不合格的。首先，间谍故事该有的，步步为营，接近真相的悬疑，不够足。故事从一份“冷战双方全部特工名单”展开。柏林墙拆除前夕，掌握名单的英国特工被杀，苏联方面将其夺去。为了夺回名单，军情六处派遣女间谍罗琳·布劳顿前往柏林。故事最大的悬念，毫无疑问落在了这份名单上。而对名单的争夺，直到影片近半，即55分钟左右，才有了实质性进展。剧情推进的速度，太慢了。这种“慢”不是缺乏高潮，片中打戏、追车戏并不少。慢的，是情节逐渐推进的步伐。一般来说，解谜式的间谍故事，有点像“冷硬派”侦探小说：一个侦探(间谍)被派往查案，亲身探寻一条又一条的线索。在探寻过程中，一点一点，揭开真相。每一条线索的探寻，都意味着可能遇到怪人，或危险。但每次探寻，总会带来一点更多的线索，离真相更进一步。[极寒之城]的前半段，沿线索追真相的情节是有的。只是每一场搏斗，每一次追车，最后主人公都一无所得。于主线进展，毫无助益。他们离名单的下落，没有靠近一步。影片没忙着推进情节，那在忙什么呢？最好是在忙着塑造人物。如果情节不重要，塑造出一个，或多个立体的间谍形象，也可以。不管是叫利玛斯，还是叫史迈利，勒卡雷笔下两个名字一出，读者脑中顿时勾勒如画。哪怕是詹姆斯·邦德，也是一个精明勇猛、狠毒无情，又不失优雅从容的特工。可[极寒之城]没有。原本两位主人公，都是带着动机出场的。开场被杀的英国特工，是女主人公罗琳的恋人。同时，也是男主人公，“一美”饰演的驻德间谍大卫的好友。按照类型片叙事规则，两人的行动，理应带有复仇性质。然而，随后的剧情中，这种复仇的动机，被抛弃了。随后的剧情中，塞隆与“一美”成为杀人机器，一路打打打。于剧情的作用，只剩下牵线。罗琳的性格，也仅存冷酷干练一面。影片宁可给她安排一条毫无意义的感情线，也不愿照应一下前面的动机。相应地，大卫的形象也没立起来。这个看似鲁莽的行动派，实则是系多条线索于一身的人物。他的反转，影片在之前早已预示。可反转的动机，没有铺垫。而他在结尾对于间谍命运的哀叹，只是强加主题的蜻蜓点水。影片在结尾彻底失控。罗琳在最后的反转，推翻了之前剧情的一切营造。影片对人物的铺垫，本就单薄之极，还遭到了毁灭性的破坏：之前对人物的一切塑造，都是假象。可真相是什么？影片又没交代。对于人物“初心”的彻底背离，终于让剧情的合理性，在“为反转而反转”中，越飘越远。能看出，影片在试图兼顾娱乐性的同时，尽量在往“冷战间谍片”的路数上靠。可如同影片为了色调暗冷，过度使用的滤镜一样。影片对于这一类型，只学了个皮毛。慢节奏学来了，可没学到外松内紧的张力。人物塑造平淡，也学来了，可淡到了一团模糊的程度。唯一的亮点，是不失导演前作[疾速追杀]水准的打戏。
